William J. "Bill" Armstrong, 82, Topeka, passed away on Sunday, January 6, 2008 at his residence.
Bill was born December 1, 1925 in Horton, the son of John Q. and Catherine A. (Gray) Armstrong. He grew up on the family farm near Muscotah.
He graduated from Atchison County Community High School in 1943. Following graduation, he joined the Navy V-12 program. He graduated from Iowa State College with a degree in Civil Engineering in 1946 and received a commission in the U.S. N.R. as an Ensign and later received the rank of LT. JG in the Construction Battalion (CB's). He received his Masters Degree in Traffic Engineering from Yale in 1953.
He was employed with the Kansas Highway Commission/Kansas Department of Transportation for over 30 years. He also worked for Burgwin-Martin Consulting Engineering and for Urban Renewal in Topeka.
He was a member of First Congregational Church.
Bill married Marietta Dillon on September 16, 1951 in Prairie Village. She survives. Other survivors include daughter, Alea Lafond and husband, Mark, Lawrence; son, Kent Armstrong and wife, Linda, Olathe; grandchildren, Allison, Cara, Ashley, David, Nicole; great granddaughter, Rylie; and brothers, John Junior Armstrong and Charles D. Armstrong, both of Muscotah.
A Celebration of Bill's life will be held at 11:00 a.m. on Wednesday, January 9, 2008 at First Congregational Church. Entombment will follow in Penwell-Gabel Mausoleum. Bill will lie in state at Penwell-Gabel Southwest Chapel, 3700 SW Wanamaker Road after 2:00 p.m. on Tuesday and visitation will be from 6:00 to 8:00 p.m.
