Shirley was born to Calvin C. and Fern (Marx) Garrison in Emporia, KS on October 17, 1935.


After graduating from Emporia High in 1953, Shirley attended Kansas State where she was a member of the Chi Omega sorority. After marrying her college sweetheart, Donald H. Moses, in 1956 in Emporia, Shirley finished her bachelor's in Home Economics Education at Northwest Missouri State; graduating in 1957.


Following her husband's career moves in the insurance business, Shirley lived in Maryville, MO, Garden City, Emporia and in Topeka. After he received a call to ministry, Shirley followed Don's vocation to Nashotah, WI for his studies after which he was ordained an Episcopal Priest. Following her husband's vocation meant moves to Gladstone, MO, Platteville, WI, Menomonee Falls, WI, Harrisonville, MO, and Claremore, OK before returning to Topeka in 1987. In Topeka, Shirley began her own 20-year career with the Clerk's Office of the Kansas House of Representatives where she served from 1988-2008. All along, Shirley was involved in various volunteer activities including more than 40 years with Meals on Wheels as well as belonging to PEO for more than 50 years. In Topeka, in addition to Meals on Wheels and PEO, Shirley was both a member of and volunteer for the TSCPL Friends, several groups at Grace Cathedral including Daughters of the King, Chi Omega Sorority Alumnae group, Brewster Place and various other local groups.


Among survivors are her children, Cynthia R. (Barbara O'Roark) of Kansas City, John G. (Jay Hutson) of Houston, D. James (Alicia) of Lake St. Louis, and grandson Roger G. Moses of St. Louis. She was preceded in death by her beloved husband of 62+ years, by her parents and by her brother C. Clair Garrison.


On Wednesday, December 10, 2025, after a 9 AM visitation at Grace Episcopal Cathedral, her funeral service will be held at 10 AM. She will be interred in the Columbarium at Grace. In lieu of flowers, donations to Meals on Wheels, 2134 SW Westport Dr, Topeka, KS 66614 or to Grace Cathedral, 701 SW 8th Ave, Topeka, KS 66603, are requested.
