Born on June 11, 1926, in Pierre, South Dakota, Orval was the son of Emanuel and Jennie (Miller) Knodel. His journey through education led him to South Dakota State University, and further to Oregon State University, where he earned his master's degree in Civil Engineering. Orval dedicated over three decades of his life to serving the Federal Government as the Assistant Division Administrator and Engineering Coordinator.

As a proud World War II Navy Veteran, Orval’s commitment to his country extended beyond his service. He was an active member of several veteran organizations, including the Veterans of Foreign Wars Post 1650 in Topeka, The American Legion Post 400, the Masonic Lodge, Disabled American Vets, the Sons of the American Revolution, and the Military Order of the Cooties Pup Tent 3.
